Default Government car auctions?

Are they a good buy on most occasions? how much does the price usually go up from the beggining price. for instance, how much up will a 2005 Mini Cooper go if its started at $500? Are they trustworthy? Any one with experience?Do theynhave any sort of rules or regulations for selling them? like they can't be used by someone under 21, or you can't purchase them unless you're 18. Any other rules like that?
